Reports to: Chief Executive Officer
QUALIFICATION AND EXPERIENCE
• B.Sc. in Civil Engineering
• 10 -15 years experience in Project Administration with
at least 7 years at a senior management level
• Advanced training in Project Management/Engineering
• Post-graduate degree in a specialized engineering field

• Excellent leadership and management skills
• Excellent technical skills and knowledge in project design,
planning, management, implementation and evaluation
• Excellent negotiation skills
• Excellent analytical and problem solving skills.
• Sound knowledge of procurement and administration of
contracting services
• Sound knowledge of computer applications and systems
• Excellent interpersonal skills
• Excellent technical report writing and oral communication skills
• Excellent team player
PRINCIPAL FUNCTIONS
• Directs and coordinates the efficient and effective design and
implementation of all projects carried out by the Agency
• Contributes to the formulation of corporate direction, policies
and strategies and overall management of the Agency
• Provides the CEO with information and support in negotiating
for funding for related projects and programmes
• Develops strategic direction, policies and procedures for the
efficient and effective operations of project implementation
division
• Provides advice on all planning, feasibility appropriateness and
adequacy of plans
• Maintains technical liaison and consultation with other relevant
specialists to facilitate organizational benefits
• Commissions local and foreign consultants for provision of
technical assistance.
